Not true. The anti-Muslim video (GOD vs. ALLAH) was supposed to be used to explain the riots in Cairo. However, the Benghazi incident occurred and they were afraid it would be to obvious to try and use the same video for both incidents, so they switched over to the Innocence of Muslims video

The point that JIMBUG was making was, these videos were pre made on the orders and in the vaults of this administration, to be used as needed.
