Good God, in every organisation I’ve worked for, that information was available for my boss up through a couple of levels above him. Indeed, one of the most important parts of every progress review form I’ve seen is, “keeping your supervisor informed.”

Yes, you are absolutely right. In fact, I don’t believe for one minute the state department doesn’t have a pyramid alert system or a recall roster with names, position, emails, and phone numbers on it as used in the rest of the government. I was always the weak link in the one I was under, haha. A phone doesn’t and never did rule my life. She never had a computer in her office, easy enough to prove if the FBI were doing their jobs.
