The upshot of the article is that a Australian cop blew a .17 for a random breathalyser test. The drivers license he had was not in his name.
He obtained a real license in 1990 but hadn't bothered to renew it (rather than it being pulled for driving offenses).

Come on, you know how those lines are at the driver’s license office. And he was probably counting on professional courtesy. Must have been a new cop that didn’t understand the unwritten rules.

I purposely did not renew my license for years because I was rebellious (some things never change). If I went to a bar I would borrow a friend’s ID. I even got a few tickets and would just pay the fine and tell the judge I would get a license soon. I was finally forced to get one when I moved into a house and the water company wouldn’t turn my water on without a license.
There were significant numbers of extenuating circumstances. The primary ones being that he’s worked long term undercover and the licence he was carrying was part of his undercover identity and he has developed mental health issues as a result of that undercover work as well. This is all being treated as primarily a mental health issue involving an officer who has repeatedly risked his life for the community in very dangerous situations (not just normal police work) and who has eventually cracked under the strain.
