Puerto Rico does not vote in presidential elections.
They elect delegates to the Republican and Democrat party conventions, but they don’t get to vote in the general election.
They do get to vote in the General Election.
But, like other territories, they don’t get any Electoral Votes. Their numbers only count towards the overall popular vote.
If they leave the islands and move to a state, as citizens they can vote there and their vote will count towards that states Electors.
