I really wish people would stop with the “hacking” non-sense. The critical controls are NOT on the Internet; they just aren’t; they aren’t even close to the Internet.

Without doubt an energy companies mail server or external facing web server might get nailed but the networks those services sit on have no way of talking to the backend critical infra.
