I bet on trucks from UN ‘peacekeeping’ missions and NGOs like Doctors Without Borders. Use a search engine for these ‘missions’; most seem to have dozens or sometimes hundreds of vehicles like these.

It’s only a mystery if Toyota wants it to be. Capturing or even inspecting a number of the trucks would reveal who they were originally sold to.
