How about compulsory weapons training. You have to pass it to register for the vote. You’re a citizen, you have to know how to defend the republic.
Another excellent idea, it would certainly separate the Women from the Girls and the Men from the boys.
[I would add a provision for a tax credit for adult diapers for the Leftists that have to take the training... oh wait.. did I say that out loud?]
