You talk about a stupid idea. Since our Constitutional founding in 1789, “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.”

— “the right of the people to keep and bear arms, shall not be infringed”, has meant that the right to bear arms shall not be infringed.

The second Amendment was not part of the deficient US Constitution at ratification. The Bill of Rights was ratified on December 15, 1791.

The original militias were state organizations that were mandated by the federal govt. with regard to standards of drill but controlled by the states by means of the state governments appointing the officers. The militia act stated what basic equipment was to be had also . Since the original militia act was superseded by the Dick act of 1903 creating the National Guard & the National unorganized militia ie a manpower pool available to be drafted we already have it.
