IF (and according to his supporters, it’s a big if) it appears that Trump has changed his position on anything (boots on the ground to defeat ISIS, for example, morphing into let Russia handle it) it’s because the world has changed since he made his first statement. It doesnt matter if the orginal statement was made mere weeks ago.

We didn’t win WWII by keeping the same strategy regardless of changes in what Germany or Japan was doing or how other countries were being effective.

In my opinion, Trump initially considered bringing in Syrian 'refugees'. However, he never said anything about keeping them here. Trump as well expounded on what he has since learned: Most of the 'refugees' are young men and the 'refugees' are infiltrated with Islamic terrorists.
As such, he stated he would send them back.
