WASHINGTON Speaker John A. Boehner, under intense pressure from conservatives in his party, will resign one of the most powerful positions in government and give up his House seat at the end of October, throwing Congress into chaos it tries to avert a government shutdown.
Mr. Boehner made the announcement in an emotional meeting with his fellow Republicans Friday morning.

I won’t join in any fist pumping or gloating. He has brought the HOR to a horrible crisis of tragic proportions. And he did only what he could do because the votes are not there for him.

Something's going on here. I can see him resigning his post as Speaker, but to resign from his congressional seat entirely?
