Could be a refueler but I see low mounted wings on that lead aircraft not high mounted wings?

The SU-24 pictured have their wings mounted further back from what I saw on the video.
What led me to guess Mig 29s was the resemblance to F/A 18s. I don’t think they could be Mig 27s since I don’t see the slide joints for the VG.
But I admit these are just educated guesses.
