It’s an old story. Twenty years ago, the promotion opportunity for CDRs going up for CAPT was 15-20%. The actual promotion rate for P-3 NFO CDRs to CAPT was 4%.

Not quite. Although yearly needs can effect specific, aviation MOS's are planned out for several years, through potential squadron command. Problems arise when non-aviation billets are being groomed for aviators and CO's request aviators fill non-aviation billets. This pulls them out of their primary MOS and create holes in the 10-year plan. MOS credibility is then lost and their promotion potential flops, ruining their chance for squadron CO selection and eventual selection for O-6. This really messes with Manpower and the aviation monitors.
