In China, this woman and several others would have been shot.

Call for her resignation, and the dept. chiefs, etc, all the way down the line to the one who ordered the breach. Then prosecute the lot of them.

Maybe we could outsource the punishment of government corruption to China. Our government leaders want to send every other job there.
