Just had a unsettling thought. What you describe is part of treaty. Could Obama take it a step further and unilaterally disarm America of all of its nuclear arsenal through executive order as commander in chief? Oh I have absolutely no doubt that he would if he could, and perhaps is working on it as we speak.
Remember, he's cashiered a whole bunch of senior military officers in the last few years. No reason given in most cases. In addition, we've had an incident of warheads being shipped without authorization in one case that became public. There's no telling how many cases did not become public.

Just wait until NK and Iran become bbf. It could be a coordinated attack on the US. NK hits the west coast as Iran hits the east coast. Putin and China can rest easy.
