I'd heard this before, but not that the officer's remark was "testimony."

They brought the officer who signed the affidavits to testify at property seizure hearings.

What the sentence in the article reminded me of, was a report that a police officer other than the one who signed the affidavit was asked to sign (either the same or similar), and refused because he knew/believed it was deficient for want of stating probable cause.
