The entire premise is incorrect.

The House of Representatives controls the election of a President, should an electoral majority not be reached.

It happened in 1876 and could happen again.

That does not invalidate the premise, for two reasons:
  1. 2 senate seats plus the number of congressional seats won is biased in favor of the party which does better in the most states - i.e. not the one which wins CA, IL, and NY.

  2. If the presidency were decided in the House, the Republicans would have the edge because
    The person having the greatest Number of votes for President, shall be the President, if such number be a majority of the whole number of Electors appointed; and if no person have such majority, then from the persons having the highest numbers not exceeding three on the list of those voted for as President, the House of Representatives shall choose immediately, by ballot, the President. But in choosing the President, the votes shall be taken by states, the representation from each state having one vote; a quorum for this purpose shall consist of a member or members from two-thirds of the states, and a majority of all the states shall be necessary to a choice.
So you see, Republicans would be in good stead to win the presidency if there were no majority in the Electoral College, and might be so even without an absolute majority in the House of Representatives. All it takes is a majority of the Representatives in each of 26 states. With its Representatives coming disproportionately from big cities dominating big states, the Democrats are inherently disadvantaged in that contest. For example, Pennsylvania has 18 CD’s and only 5 of them are represented by Democrats!

So even PA would be slam dunk in the Republican column if its vote for president were determined by the majority of its congressmen. That’s galling because the Nebraska plan was proposed in PA a few years ago - and tho the Republicans had the governorship and majorities in both houses in PA at the time, the Republicans allowed themselves to be bought off for thirty pieces of silver (the majority leader thought the plan would reduce his personal importance).
