Why would he vote for the bill then?

So he would be able to say:

"Having voted on the prevailing side of the bill, I move that this body now reconsider its previous action on this measure"...?

What does that gain you when the bill is already passed, and you’ve got Mitch McConnell leading your team?

You don’t vote for bad legislation, if you’re against it.
