It's an attempt to get them to assimilate.
If you've committed to let them into your country in the first place (!) you have to teach them the language, job skills, get them interacting with native Germans in a positive way.
You don't want them trapped into an enclave/ghetto/no-go area ... a festering sore that will eventually kill your country...
That's exactly what is going to happen.
Muslims are not going to assimilate into an Infidel society. Allah forbids it, and the Muslims mission is to subjugate, convert or kill all non Muslims.
Muslims don't turn their back on God (Allah) to accoomodate Infidels, or become like Infidels.
