For 50 years, California has led the nation in passing environmental standards to protect its beaches, restore wildlife and reduce smog.
But as the final days of this year's legislative session in Sacramento loom, a controversial bill that would require the state to reduce petroleum use by motor vehicles at least 50 percent by 2030 is causing people in the Capitol and around the state to ask: "Is that even possible?"
Yet lost in the debate are two key facts:
The state will get halfway to that goal even if it does nothing. That's because of federal rules put into place in 2009 by President Barack Obama to double the gas mileage standards for new U.S. vehicles to 54.5 miles per gallon by 2025.
Second, the rest of the difference can be made up simply by enforcing -- and in some cases strengthening -- existing laws passed over the last 15 years to boost electric cars, promote mass transit and reduce the amount of carbon in fuels, according to experts who have done the math.

Not likely.
California is DOOMED by the way!
Sure, just deport all the illegals and half of Libifornia is GONE!
Run your vehicles on compressed natural gas or propane.
Compressed air gets compressed by using electricity generated by fossil fuels in California, since California has no nuclear plants.
And then where will the money come from to pay for road and bridge maintenance?
So 1/2 the gasoline used = double the price
If enough people leave.
Run all those illegals out of the state and that should save 50% (or better) on gasoline and other stuff too.
Kick all the illegals out. Bet that would put a dent in it.
Of course we can do it. We’ve done it before. In 1990, a ZEV regulation was written that required that two percent of vehicles for sale in California in 1998 and ten percent of vehicles for sale in California in 2003 be zero emission vehicles, such as hydrogen fuel cell and battery electric vehicles.
Just look how well that worked. Legislature and regulators waved their magic wands and, PRESTO!, instant boom of ZEVs.
Um...you pretty much DON’T want to mess with ‘reducing’ Smaug... ;)

Seriously? By 2025 cars will need to be at 54.5 MPG?
ROFLMAO! It’s 2015! ‘Scientists’ don’t even have FLYING CARS for us! That PIG CIC is livin’ in La-La Land.
If they jack up the food stamps and everyone who should be working stays home learning to write “poetry” and learning how to play the guitar...
Yes, get all the illegals off the road and back to where they came from and gas use will be vastly reduced.
No problem. Obama promised to give California to Iran in 10 years.
This is insanity. All because of the absurd belief, with NO evidence, that 0.04 percent CO2 in the atmosphere is going to turn us unto Venus. Meanwhile the elite poo-bahs promulgating these predictions of doom continue to fly around the world in their petroleum-powered private jets. I’M TIRED OF THIS BULL$HIT!!
When fuel mileage goes up, people drive more, so I would say no.
Is this a trick question? California can do it with ease. They just have to destroy the ability of Californians to buy gasoline. There are a bazillion ways to do that.
The outcome won't be happy. It can be done.
I'm pulling for them. It will reduce demand and make it marginally cheaper for me to drive.
When you are unemployed you use less gas.
Clearly a cake-and-eat-it-too situation in CA.
