The politics of weapons procurement is very complicated. A small player has little chance selling something cheap that would replace something expensive. The politics is oriented towards making stuff as expensive as possible because the more money spent the more prestige and the more promotions. Also, the officers involved are always looking for a cushy, status job when they retire.
The players are congress critters, military officers and lobbyists. The price of entry is probably more than this entire program cost. I wonder how he got it funded in the first place.
