If the judge wants to make the city’s budget, there’s a process for running for office.

But JAILING someone for failing to follow the recommendation of the court since, well, see above, judges don’t make city budgets...

Actually, the city (mayor) agreed to a settlement last year to the tune of $75M. It's not a recommendation, it's a legal agreement. And now the city (mayor) hasn't held his end up and made any payments on that legal settlement. I don't know much about NO's mayor's role in budgets, but my guess is either he's the one making it, or he has a heavy hand in it.
