That's not a good example, and doesn't need to be refuted. The whole notion of a "gun permit" is completely incompatible with a free citizenry whose legal protections for self-defense are enshrined in the Second Amendment to the U.S. Constitution.

A better example would be a radical Muslim who works in the Department of Motor Vehicle and refuses to grant driver's licenses to women based on some religious objection to women driving.
