Dirty scumbags unable to form complete sentences have ALWAYS loathed cops, always will. And it doesn’t matter, even if they back that up with bullets, as they are now, along with Presidential approval, amazingly enough.

I think the real sea-change is the change in the view of the cops among the white middle-class.

I don’t think they see an enormous difference between the norms and mores of cops culture and criminal culture:

Same tattoos, same music, same thievery, same animal abuse, same preference for early use of violence, or even use of violence that is totally un-necessary.

95% of the problem we see in the last 5 months of so is in a welfare culture, but a part of it really is in the cops, who shoot dogs, rob citizens, rough up old people, and kill veterans.

Two separate but slightly over lapping problems:
1 there has always been that small group of troublesome cops who abuse their power (eg give them a warrant to serve, the subject will be beat up).
2 Too many governments see their police force as a revenue source.

As most bad cops cops are not actually doing anything criminal, they are just on a power trip, properly reforming or removing them from the force, is difficult and there will always be more.
