all these little towns in the west are like this,30 yrs. of driving a 18 wheeler i could wallpaper the white house with tickets.

That was true in South Carolina 25 years ago if you were pulled over by the local police/sheriff's department. Pay your fine in cash on the spot or you were driven to the local magistrate, who might let a bondsman post bail for you.
