Every dollar lost is worth it, if it means saving innocents.
Actually, monetarily, Kansas is even. If they cut PP by say, $1M, they have an additional $1M to spend. If the Feds then take away $1M, Kansas is net even and PP is still out the money.
These are things that happen when you have a petty tyrant in charge. One who obviously has no concept of economics.
