The overwhelming majority of California's state agencies are ill-prepared to defend against cyberattacks, according to the state auditor, putting Social Security numbers, health records, and income tax information at risk for millions of Californians.

Note that California has tax records for millions of people who don't live in that state but who do business there and they also have health care records for everyone who has ever had any kind of treatment in California. This is not a California-only problem.
