I agree! The worst of them should get 23 hours a day in a cell and one hour a day in a cage.
And NONE of them should have access to work out equipment. Let them come out of prison pale and atrophied.
Why should we pay for lowlifes to have a workout room? Are you nuts?
Put free health clubs/gyms in black communities instead... and ban any lowlife who's been in prison from joining. Why reward the filth?
