You don't rein in spending. You force your contributors to give more. Or you borrow the money and force your contributors to pay it back.

I don’t think Bush is in position to reapproach the hefty donors and ask for another round of contributions. I looked over at Real Clear Politics for state polling, and in most states....Bush is getting five-percent of the state primary vote so far. Florida...he’s running second with 17-percent (behind Trump).
My guess is that unless something happens with Trump by November....you will see Bush carve off fifty-percent of his team and give up on a dozen states. The best he can hope for then is some locked-up convention where there’s not enough votes for Trump to win.
