Jenner still looks like a man in spite of all he has done to himself. He is a failed female. I refuse to call him Caitlyn or refer to him as she or her.
I believe these costumes are for adults for adult Halloween parties such as employment and association parties (MENSA, VFW, etc.) where the idea is to have a memorable and humorous costume. As in adults don’t take the ‘spooky’ side of Halloween seriously.
