Well, if an alternative is offered that is sufficiently stern, and ENFORCED, Mexico would be most pleased to assume the costs.

Simple answer - annex Mexico as a territory of the newly reinvigorated United States, and administer it as Puerto Rico is now administered. The basic legal code would have to be changed to be compatible with the current US Code, disposing of the ancient civil law system. Mexico’s civil law system is derived primarily from Roman law as set forth in the compilation of codes and statutes of the Emperor Justinian, called Corpus Juris Civilis, and later refined in the French or Napoleonic Code of 1804.

If this alternative were offered to Mexico, they would quickly see the threat to their way of life, and even their identity, would be swept away, and if the natural reluctance to change that exists among the Mexican ruling class may be counted on, they will waste no time in agreeing.
