You have part of that right. What you are missing is causal factors.
No opportunities comes from the high crime rate and high taxes.
No social support comes from the celebration of mistrust of the legal system and the welfare state that encourages irresponsibility and out of wedlock births.
“severely underfunded school system” What a joke. DC has had some of the highest funding and lowest performance per student in the nation for years.
The problem with D.C. schools is that the parents do not support a disciplined education with discipline and a respect for learning in the home.
The home is far more important to education than the school system is.
There are “poverty stricken” communities all around the country that do not have the crime and murder rates that D.C. does.
That is because the do not have the disfunctional culture and government of D.C.
