Did HHS audit PPH to ensure they didn’t use the money for other than its intent? If so, let’s see the audit trail for the last 10 years. I bet they just gave bulk grants of money to them to fund the abortion mill.

Funds that are provided for other purposes simply allow revenues from those things to cover abortion.
Let's say you have a drug addict and you tell him that you will give him money, but he can only pay for his rent, utilities and food with it. The drug addict will simply take the money he would have spent on rent, utilities and food and use it to buy drugs.
