The GOPe plays to win and they will do whatever it takes to take Trump down.

We’ll probably end up having a national dirty tricks campaign like the one in Mississippi that openly appealed to Democrat voters using the race card to help RINO Thad Cochran win the runoff primary election.

TV ads are run for a variety of reasons and they're not just aimed at low information types. In Bush's case he needs to re-introduce himself to voters in a positive way and remind them of his accomplishments. The notion he would wait to do this until the last few weeks is...risible.

The second reason a well funded candidate would take to the TV airways early is as a preemptive strike against less well funded opponents. To use a boxing analogy, by buying a large block of television advertising early Bush is looking to knockout at least some of his opponents.

Of course Trump's entry into the race is a wild card and his harsh rhetoric aimed at Bush may be a third reason to start running television ads sooner than later. This would again comport with a sound political principle of not letting your opponents define (or redefine) you first.
