I think we can be fairly certain that the only people who do not know what was on Hillary’s server is the American government and the American people.

I'm pretty sure that, in reality, it's only the American People who don't know. If this crap went on for more that 4 years and our cyber groups didn't know all about this server set-up the entire bunch of them either 1) need to be fired or in jail for gross incompetence, or 2) need to be in jail for knowingly allowing this to occur. This implicates a shit pot more people than Clinton alone.

If this was allowed, as it seems to have been, then we spend a boat load of money on cyber security that is a complete waste.

Let’s suppose you’re a secretary in a large corporation and you’re aware that the President is doing things that will damage the company. You suspect he’s actually sabotaging your company so another company will take its market share. All evidence indicates that everybody working for your company at the highest levels is in on the deal, whatever the deal is. What avenue do you have? Who can you tell? If you went public they’d ruin you and you know it. If you hunker down and collect your generous pay and benefits you know he’ll be out of office soon and you may still have your cushy job. If not, you’ll be no worse off than all the other employees (in this case, citizens.)

I worked in a company where top level people were doing unethical things. They’d established an ethics hotline, but guess who answered it. Lower level people in our government are just as powerless as non-officer level employees in a company. (Actually, in many companies even higher level officers can’t really change the company’s direction. Government is the same way. Elections have consequences.)
