Actually, it does. The approval authority is an executive power and the POTUS can grant clearance regardless of policy. Department Heads are also original classification authorities (OCAs) and can independently determine declassification.
This administration has regularly and repeatedly disseminated (previously) classified materials that have resulted in material losses and have been proven detrimental to national security. Political gains are more important than OPSEC—operational security.

My guess is that the imagery material referred to the description/analysis. Virtually every piece of IMINT contains a detailed written summary, explaining what was found in the imagery. The exception would be if someone was actually uploading classified documents to HRC’s network, via flash drive or similar device. But if that was the case, the “finished” intelligence reports would have page and paragraph classification markings that could not be easily removed.
Far from it. However, I've said from the first that her October surprise will be dropping out of the race. Dropping out with the be worse that'll happen to her. She and BJ will continue to bilk the system, get government kickbacks and charge millions for speaking engagements.
You'd have thought by now she'd have staged a major server crash and wiped everything clean so there has to be more to this than we're being told.
