I would expect such an op to be more professional. This one is so simplistic, Occam’s Razor suggests it is just some goofball with a backfiring truck, and excitable soldiers.
This what our enemy Islamist’s are seeking - to make Americans live in fear. A car backfires, a door slams - people jump, take cover. Shoot up a few places, cut off a couple heads - those infidels will cower and begin turning on each other.This a psychological war in which they are very good.
Put a running vehicle in low gear and floor it while turning the ignition off and back on real quick. That’s the way to do it. If enough people do it, others will get accustomed to the sound instead of getting so excited. It’s fun to do on a city street, especially near a police station.

You’re probably right, but the spooks do have a reputation for seeking out total losers to manipulate. I agree with the importance of Occam’s razor when information is this limited.

That’s the assassins rule, to recruit some nutcase to do the actual assassination by convincing him that the target is the source of all his discomfort, so that when it goes down, his handler is two countries away sipping martinis in the Holiday Inn lounge.
In this situation, if it were the case, I suspect there would be “more there, there”. US military ops of this sort try to be overly blunt, leaving lots of unimportant damage, spray painted slogans, leaflets and other jackassery evidence about.
