The GOP leadership reads polls. This may not be a hill they want to die on. We may think a shutdown over PP funding is a good idea (so do I, on a gut level), but Joe and Jane public will just see it as yet another chapter in a never-ending (40+ year) abortion battle that most of them are tired of.

A better strategy would be to focus a series of ads against those who keep PP funded, especially those coming up for re-election.
Many voters are so clueless, they don't make the connection at all between the criminal activity and the scurrilous elected officials they keep re-electing.
