Your description makes we wonder about the “Charm City” monniker.
“Charm City” may have come about as a promo slogan for Baltimore during the Shaefer Administrations. He tried to rebuild the Inner Harbor and surrounding areas, restoring the “old Charm” of a once nice looking place (Baltimore fire of 1905 started a more modern urban renewal effort from the waterfront outward).
In the old days, 50’s/to mid-60’s, it was a nice place to live and there were some successful attempts to rebuild the inner city. Unfortunately West Baltimore degenerated into a real shit-hole and never recovered.
My sister was force out of Bolton Hill ( a restored neighborhood just below the Baltimore riots area) at gunpoint a number of years ago. Seems the blacks did their Christmas shopping down there, early, all year long. Killed a few people too.
Smart white liberals got the message and got out of town. As for the dummies, who cares. Once warned; if they don’t listen, they are on their own.
Now you know why half of Baltimore has no viable tax base.
