The little girl was warned to stay away from parts of "the community" (you're trying to ignore) because of the "community" drug users.
"The community" and certainly the mother just might be the problem and somehow responsible for what happens around there.
BTW, "the community" is more of a taxpayer subsidized housing project for starving artists than an actual "community"
I'm somewhat familiar with Santa Cruz. The "community" is an old tannery that was converted into studios and housing for starving artists. If I'm not mistaken there is or was a huge homeless shelter near the "community" also.
They already have an arrest. It was a neighbor boy.
