Geez Louise.... They limited the study to downtown and the beltway bridges, in order to get the answer they want.

Open up the scope and think about a new bridge north of the Legion bridge (beltway). Extend the new Maryland toll road (Md-200) to the river, build a Rockville-Leesville bridge, and connect to the Virginia roads. This will pull traffic off Legion bridge & beltway.
