This is for the state to know how many chickens to kill in surrounding areas if an outbreak of bird flu is discovered.
No more voluntary compliance with culling one’s flock, the state will do it for you.

This is similar to the National Animal Identification Program, NAID that they tried a few years ago. I think it was part of the Agenda 21 deal, it certainly was a UN thing. In this program every animal in the us would be chipped and its movements monitored. Personally, I think it was a precursor to a money id program or human chipping.
