In a nutshell, right here is the problem. It is not anyone’s job but your own to keep yourself safe. Well, now that depends. If the store has a "no guns allowed" policy, then I'd argue that they do have a duty to protect shoppers. Otherwise, not so much.

And he hadn’t already stabbed two, he’s only stabbed one when they confronted him, he stabbed the second while they were in confrontation. His hostage-taking established what he was. Had they been armed, they would have been fully justified in shooting him, preferably in the head.
