I'm surely no expert on such matters but it's always been my understanding that while Governors have *some* degree of command authority over Army and Air National Guardsmen the President,as CiC,maintains ultimate command authority.If I'm correct on this it would take nothing but a phone call to summon the commanding officers of the Arkansas Guard to DC and issue them a direct order.
It's just a question of whether Obola would want to make a "Federal case" (no pun intended) of this.Which,I'd wager,he would.

If push came to shove, the Gov could simply call forth the militia. POTUS has no authority over them. Just as a Sheriff could deputize an entire county of the law abiding/non-felon citizen if he wished.

Only when federalized.
Yes POTUS could of course issue an order.
Gov and TAG then simply do what they want for soldiers not in a federal status. AGR and Tech could get tricky. SAD is always an answer.

See my post #18. If I'm reading the Wikipedia article correctly, a law in 2008 severely limited the President's power in calling up the Guard.
