I'm sorry I didn't see it before, but I think it deserves a comment - this is completely unlike the video posted at #17;
1) Where the cop murderer ALREADY HAD HIS HAND IN HIS POCKET with the concealed weapon
2) The murdered officer did not have his own weapon already drawn and aimed at the perpetrator.
3) The officer was ALONE.
4) And he was in very, very close proximately to his murderer.
In this case there were multiple officers with their guns already drawn and aimed. It wouldn't have mattered how fast this victim had tried to lift his shirt, draw a weapon and shoot, he would have been no match for these officers with their guns already drawn and aimed. The video speaks for itself as to how fast and accurately the police officers could shoot. (Well, except for the one shot to the other guy's back).

He couldn’t have shot all 4 officers, but he could have killed one before the others killed him. One dead cop and one dead criminal is not an acceptable outcome.
Also, if his 2 friends had been armed they could have started shooting while the cops were shooting him.
Again, having your gun drawn is not an advantage if you wait to see your opponent draw his gun before you decide to shoot. The advantage is that you can shoot him at the first sign he is reaching for his gun. Once he pulls it your advantage is gone. And given that he would have already decided in his mind that he was going to immediately shoot you, he could have the upper hand.
Why do you think both cops and armed robbers insist that their opponents keep their hands up?

Maybe the young lad had a Magic Marilyn Monroe Concealed Skirt thingee that would first distract the officers, then allow him to jerk & fan his concealed revolver (or alternately chainshoot his concealed semiauto).
It's cut and dried. They didn't shoot him because "he was going for his waistband".
They shot him because he wouldn't obey multiple shouted orders, which were possibly conflicting. He was just an uppity peasant, who needed to be taught a final lesson.
All your fantasy scenarios aside, they mowed him and his buddy down BECAUSE THEY COULD. They knew they'd be able to review the bodycam footage, to get their stories straight.
They knew the local DA and their chief would go to bat for them, as they did.

I agree, but that never happened here, right? I mean he never reached for his gun (and not just because he didn't have one). His hands never even touched his shirt, which would have been a necessary condition for him to draw a weapon from his pants.

Reduced, but not necessarily gone. He still has to aim at something, which takes perception and movement and therefore, time. Even if he has already decided what he wants to shoot at.

Yes, I would agree in principle because perception, processing and deciding would probably be slower by some number of milliseconds than it would with someone who has already decided to shoot.
However, it seems evident these officers themselves had already decided to shoot at some [unknown] threshold, which it evidenced by the speed and accuracy with which they unleashed the volley of shots. And they were already aiming.
It's easy for me to say, sitting here at a keyboard looking at a video, but I think their threshold was so low as to be disproportionate to the amount of force they used, as evidenced by the speed of their response time.
I am not suggesting that they ought to wait until one or more of them gets killed, but there must be a better way to handle a situation like this.
