Any constitutional scholars out there? I’m confused. Is this deal a treaty? Because if it is, as I understand it, then the Senate either ratifies it or it doesn’t. Obama has no veto power on this.

Obama claims it is not a treaty. Others say it is. I’m not a scholar, so I don’t know, but I don’t believe anything Obama says.
