Sort of.
The President has certain inherent authorities under the Constitution and precedent to act as Commander in Chief and as the authority to conduct US foreign policy. The ability to make “agreements”, which ate not official treaties and can be immediately undone (either by the President who makes them or by a successor) is roughly the same as with EOs and goes backnto George Washington.
Additionally, under laws passed by Congress the President has unilateral authority to impose and revoke certain sanctions. These are two of the big things at play here. And neither requires Congressional approval.
The third thing is that, I believe, some of the sanctions on Iran do require Congressional approval to revoke. Question is whether Obama promised Iran this would happen. Or whether Iran will allow those to stay in effect in order to get the bigger deal.
This "agreement" puts Israel in a terrible, terrible position. It Israel does nothing, Iran WILL some day - perhaps soon - boldly announce that it has nuclear weapons.
But if Israel strikes, it will be cast as an outlaw nation, one that ignores international agreements just as they are beginning to do some good (yeah, right).
Israel may well end up as old South Africa did, shunned by all, under trade embargo by the rest of the world. Who would speak up for Israel then? The US? Britain? France? Nope, nope, and nope.
We are all on the Obama Death Star and plunging toward the Sun.
And perhaps the Son.

Prob is, it won’t do any good. Once sanctions are lifted, the “snap back” clause is a joke, neither China nor Russia would re-agree to that.
With McConnell and Boehner in charge? no, or rather, COngress can stop it but will not.
Now that the P5+1 and Iran have inked a deal that will unleash Tehran from decades of international sanctions, the agreement has to go before the legislatures in Iran and the US. Personally, I believe Mossad has very detailed plans on how to deal with Iranian nukes. They re-vote Bibi back into office because they live their threats from the surrounding neighbors every day.

And they should give a sh*t, why? Even the most liberal Israelites believe in - NEVER AGAIN! You think Imperial Japan was radical enough to put boys on the front, watch what Israel will do.

Well, that's going to be difficult for the world as Israel is on the cutting edge of technology, including medical advances, not to mention becoming self-sufficient with their newly found oil/gas reserves and desalinization plants. Although the US still gives them money and weapons (much to Obama's chagrin), they are now developing their own state-of-art weapons.
South Africa was and still is a backward corrupt African nation, which ones aren't? Apples and Oranges. Israel is not apartheid, as much as the Palis and UN like to claim. They won their terrority fair and square in the numerous wars with the Arabs. Plus, Egypt is now working with Israel more than ever.
Oh, I agree! My point is not that Israel is similar to the old South Africa. My point is that if Israel strikes Iran, the world will use that as an excuse to treat Israel like the old South Africa.
I don’t believe POTUS can veto a Congress consent vote of “no.”
This is not our system of government.
