If a felon moves to Maine and has, or has acquired a handgun .... in the letter of the law, he's not allowed to own, let alone carry ...Or does the bill signed de-facto negate THAT part of the law ... at least for Maine ?

The bill is one of only a handful that LePage has signed or let pass into law without his signature after pledging in June to veto all bills passed by the Legislature in protest of its unwillingness to adopt his policy agenda. LePage is one of the few Republicans who plays as hard as Democraps, although he doesn't break the law.
He's a model for our limp-wristed congressmen.

Gov LePage initially refused to sign the bill until it was amended. It initially stated that only military members 21 or older could carry concealed without permit. He insisted that if they were in military risking their lives at 18, they should be able to carry concealed in the Great State of Maine!!
May God bless Paul LePage. Our state constitution in Maine says that the right to keep and bear arms “ shall not be questioned” No mention of any stinkin’ permit.
