Their fine is $135,000. Will it be upped now that they’ve raised MORE than that amount?

No but I'm sure taxes will take a chunk out if it. They'll probably have enough to cover their fine but not much more.

Recipients of gifts are not taxed on those gifts.

These are gifts and are not income; with gifts, it is the donor, not the donee, that is responsible for any federal estate and gift tax (should not be any here as the amount is less than $1,000,000).
