The only elected official with the moral authority to ban the Stars and Bars was Abe Lincoln, and he chose not to. Anybody who know a wit about the Civil War knows that the fighting rebs were just poor farm boys who didn’t own slaves. In fact, slave owners were exempt from conscription by the Confederacy. He didn't possess the authority to do that. Displaying a flag is speech, and speech is protected.
