My experience is completely different, and the Long Beach VA Hospital is the absolute worst (tried to kill me. I left the hospital against medical advice and flew to Texas for 9-days of in-patient quality care from a private hospital).. The Long Beach VA Hospital is run by some diversity hire hack with zero administration skills, a complete buffoon.

About half the doctors in the specialty clinics there are teaching Professors at either UCLA or USC.
My dad died out of that hospital's Hospice. Pancreatic cancer.
I was with him all the way and was impressed with the level of care and expertise.
Of course, he was a 2x Purple Heart DAV and a Priority 1. He used to joke that they sent only the prettiest nurses to bath HIM.
